Written statement: This bill will authorize school districts to use 2019 enrollment figures to calculate “enrichment levy limits,” and “levy equalization” for the next 2 years (2022-2024). School districts would basically receive funding for “empty seats.” Parents are removing their kids from public schools because of mandates, curriculum, poor student achievement and other policies. Schools are feeling the effects of declining enrollment. The fiscal note attached to this bill shows that local school districts would receive more than $113 million dollars and the Office of the Superintendent of Public Instruction would receive more than $79 million in the next two years. Taxpayers should not have to bail out school districts for their bad decisions.
