Written statement: This bill adds climate change policy to the Growth Management Act. The Dept. of Commerce, Department of Ecology and other state agencies would be required to address climate change. Cities and counties would be required to adopt measures to reduce greenhouse gas emissions and vehicle miles traveled within their jurisdiction. These mitigation measures would increase the costs to counties and the bill offers no permanent way to fund these mandates. The most expensive part of the bill would be reducing greenhouse gas emissions and vehicle miles traveled. The fiscal notes estimate 15,000 hours planning time would go into complying with the bill. The costs to the Dept. of Commerce, Military Dept., Health Dept., Dept of Transportation, Dept. of Ecology, the Dept. of Fish and Wildlife, the Dept. of Natural Resources from 2021 to 2027 are estimated at more than $11.7 million. There are other agencies that can address climate change policy. The Growth Management Act’s primary goal should remain with affordable housing. This just adds another tax burden on the citizens of Washington State.
